Provision of Public Relations Support in Romania

Chevron Romania Exploration and Production S.R.L.

The contract is a non exclusive framework agreement with Economic Operators for the supply of Public
Relations Support in respect to Chevron Romania Exploration and Production S.R.L. (hereinafter referred to as "Company") land based Gas Exploration and Production activities in Romania.
Call-offs against the Framework Agreement(s) will be issued to the provider(s) with the most economically
advantageous Framework Agreement and Company will use the same award criteria as stated in the
Framework Agreement invitation to tender.
Only where the terms laid down in the Framework Agreement(s) are not complete enough for a particular call
off, will Company hold a mini competition with all the providers awarded a Framework Agreement and capable of meeting the particular need against the terms and conditions of the agreed Framework Agreement.

Economic Operator(s) must have an in-country presence in Romania. Economic Operators must preferably have experience of successfully working with companies within the oil and gas industry and must have demonstrable experience of working with companies that are subject to Sarbanes Oxley.The support required covers three discrete areas:* Community Engagement:Economic Operator must be able to demonstrate that they have:- the ability to develop a balanced community engagement programme to build relationships with keystakeholders through sponsorship activity, charitable giving and support in kind, focusing on : environment,education, culture and social inclusion.* Media:Economic Operator must be able to demonstrate that they have:- established and proven relationships with national, regional and local media;- proven experience of crisis communication management;- the ability to develop and deliver media relations plan;- capability of delivering concise and pertinent media briefings.* Government Relations:Economic Operator must be able to demonstrate that they have:- established relationships with key national, local and EU governmental departments and officials, relevantembassies, academic institutions and industry key players;- proven experience of developing and delivering a government relations plan;- the ability to monitor and provide relevant updates on government (local and national) activity.
